General Authority for Labor and Welfare Services Signs MoU with Confederation of Mongolian Trade Unions Ulaanbaatar – Z. Bauyrzhan, Head of the General Authority for Labor and Welfare Services (GALWS), and E. Tamir, President of the Confederation of Mongolian Trade Unions (CMTU), have officially signed a Memorandum of Understanding (MoU) to establish a strategic partnership. Addressing the Labor Market Mismatch During the signing, GALWS Head Z. Bauyrzhan emphasized that the participation and support of the CMTU are vital for the success of employment policies and projects. He highlighted a significant "real gap" in the current labor market: The Mismatch: There are currently over 60,000 announced job vacancies nationwide, yet more than 100,000 citizens remain unemployed. Contributing Factors: This discrepancy is linked to several factors, including wage levels, professional qualification requirements, and the overall quality of available jobs. He noted that the CMTU’s involvement is essential to researching these issues and developing practical solutions. 2026: The Year of Youth Employment Support With 2026 designated as the "Year of Youth Employment Support," the partnership will focus on: Implementing the "Welfare to Work" policy transition. Strengthening the capacity of job mediation and labor exchanges. Preparing youth for sustainable, long-term employment through specialized programs. Focus on Skills and Labor Law CMTU President E. Tamir pointed out that the current labor shortage and skill gaps are directly related to insufficient information and promotion regarding specific professions. He identified several areas for collaboration: Upskilling: Expanding vocational training, retraining, and skill-enhancement services. Social Protection: Addressing the increasing number of requests from employees in public service, administration, and the arts regarding wages and social security. Leadership in Labor Law: As the primary agency responsible for enforcing the Labor Law, GALWS must lead by example in ensuring compliance and resolving issues through collective bargaining and policy-level interventions. Conclusion By signing this MoU, both parties have laid the foundation for effective, long-term cooperation aimed at supporting employment, preparing a skilled workforce, ensuring the implementation of labor legislation, and improving the social protections afforded to all employees.
